Make the boundary of the agreed work visible, then record changes when they are requested. A timesheet can reveal that effort increased; it cannot decide whether a request was included in the fee. The project owner must compare the request with the agreed deliverables and ask the client to choose a trade-off before extra work becomes routine. Record the baseline deliverables, assumptions and acceptance criteria at kickoff. When a new request arrives, log its source, expected effort and effect on the delivery date. Classify it as included, clarification or proposed change. For a change, offer a price adjustment, a later date or a replacement of existing scope.
