A comparative review of AI candidate-screening tools used by independent recruiters and small agencies in 2026. We tested six tools against a 400-CV evaluation set drawn from anonymised real searches across software engineering, finance, marketing, and operations roles. Tools covered: hireEZ, SeekOut, Eightfold, Findem, Manatal, and a custom GPT-based screening workflow built on the OpenAI Assistants API. We measured screening accuracy (defined as agreement with a panel of three independent senior recruiters), bias signals across protected characteristics, time per hundred CVs, integration with common ATSs, and the cost-per-placement-economics at independent and small-agency scale. Two tools are recommended for specific recruiter profiles. One is flagged as poor value at this scale. The custom workflow is discussed as an option, with the caveat that the maintenance overhead is larger than vendors suggest.

The 78% agreement number sounds high until you compare it to the agreement rate between the three human reviewers, which was 81%. The tool was 3 percentage points behind human consensus. For a one-pass shortlist that gets reviewed by a recruiter before it goes to the client, that gap is acceptable. For a tool that operates without a human review step, it is not.
