Five AI proposal and pitch document tools tested by 14 small consulting firms (2-15 consultants) across management consulting, technical consulting, and specialist advisory. Tools evaluated: PandaDoc with AI, Loopio, Responsive (formerly RFPIO), Qwilr with AI features, and a custom Claude-based proposal workflow integrated with the firms' CRM and case-study library. We measured proposal turnaround time, win rate, client perception of proposal quality, and where each tool handed off poorly to the consultant's own writing. Two tools are recommended for specific consulting profiles. The trade-off between proposal automation and the perceived custom-fit of the document is addressed honestly.

One of the management consultancies in the test had been winning 38% of proposals over the previous two years. Six months after deploying Loopio, the win rate fell to 27%. The proposals were going out faster but they read like proposals from someone else. The firm reverted to a hybrid workflow with the AI handling section drafting and the partner writing the executive summary. Win rate recovered to 41%, with proposal turnaround time still down 60% from the original baseline.
